This 1966 Chevy Impala Super Sport Caprice Steering Column Upper/Lower Cover Collar PADDED DASH TILT/TELESCOPIC is an original used GM part. This is metal and not plastic. It is for a tilt and telescopic steering column with a padded dash. The lower portion can be used on a floor or column but the upper portion is for a floor shifter. This is primarily for a Caprice or Super Sport but you can install on any vehicle with a floor shift.
